Novokoltsovskyi district is one of the most promising districts for residential development in the northwestern part of the city, and it is included in the new master plan of Yekaterinburg, which was approved in 2015. The district area includes a functioning international exhibition center – the EXPO. The development of a '300 Park' multifunctional complex featuring a zoo, a scientific technical park with an open-air outsize machinery exposition, a hotel and children's attractions park, is due by Yekaterinburg's 300-year anniversary. All this makes this district one of the new attraction points for the city's public life. Moreover, the ecological natural landscaping surroundings set a new standard of comfort for the residents.
One of the main tasks when forming the planning solution was providing the connectivity of residential area with the system of recreational and public spaces, as well as with the business part of the district and such attraction elements as the EXPO center and the future 300-Park. The pedestrian flow system inside the developed residential area allows the residents to move from Karasje-Ozerskyi parkland in the northern part of the district, through the housing zone, the business center and 300-park, to the EXPO center, with access to all the major attraction points.
Despite the fact that the designed area is a segment of a radial ring district scheme, its inner composition is based on a regular planning system, creating a quarter development with optimal dimensions of housing blocks. The main module is formed by a network of 125 x 125 meters. This system provides a balance between the built-up density and a comfortable number of storeys, which varies from 6 to 10 storeys. Apart from that, optimal dimensions of yard spaces are chosen, and solid indicators of insolation for the residential spaces and yard spaces are maintained. The planning scheme also includes separate housing blocks of 19 storeys to get a compositional and outline variety for street development. An important element in the overall compositional solution of the development is shaping the system of public parks, public gardens, squares, recreation zones, united by a continuous pedestrian boulevard, where social infrastructure elements (schools and kindergartens) look out, as well as public buildings (recreation and sports centers, museum) and service and retail facilities, located in the ground floors of the residential blocks.
